You can get the key by talking to or pick-pocketing Tova if she hasn't killed herself. You can get the key by looting Tova after she's killed herself. There are a lot of ways to start and finish this quest, which I suspect is why it's one of the most buggy. The first time I played I bought the house and found all that garbage inside.
